i dont think he cud transfer from country to another country. i could consider he just stayed in one country ( Hongkong), he is trying to conceal those influential Filipino Chinese friend who provides accommodation to him. this is all about seniority; Erap gave order to Lacson to kill Dacer and Lacson ordered Mancao to implement the order but Lacson cud not pinpoint Erap due to lack of evidence.
