Yeah but that was probably sometime back in the 80’s when these type of air conditioners didn’t exist you only had window units and he probably installed them.

That thing is called a condenser. It takes high-pressure refrigerant gas and changes it into a high-pressure refrigerant liquid.

it’s nitrogen, not refrigerant. Refrigerant would have came out as a liquid, so it would’ve been a cloud versus being basically invisible. They were probably planning to replace it and had a technician fill it with nitrogen. Epa don’t care
