Yes, I thought of Samurai Gardener as well. I play it solo or use the non-slapping, chill houserules recommended by Sam Healey in his review. It also made me think of Squire for Hire. I seem to like these overlapping card-laying games for a quick low-pressure solo experience. This seems right along the same alley.

I’d rather have sprawlopolis in my bag but this is a solid pick for the same premise
Sprawlopolis is a delight, but only co op/solo without expansions, and this looks much prettier
