I reside in Mumbai. However my entire family lives in Delhi, and no offence to anybody but this is pretty much accurate. I've been to sarojni and janpath in like mid May. It was blazing hot but there were girls wearing boots and leather jackets and their makeup was literally melting off of their face
Also here in Mumbai, ppl are so casually dressed when in shopping malls. But DELHI.. Every one is so over dressed!!!!!

This is clearly a joke intended to poke fun of a popular stereotype.
