And of course it didn't help to have a French webbed-feet prostitute not even out of her teens as a stepmother. So yes, Dr. Evil is smart, but he is no less a product of his environment. Even so, he did have the smarts to get into evil medical school at the age of 18.

Austin did know Basil before International man of Mystery because him and Austin were working together when it was Austin and Vanessa's mother as the duo field agents. This proves they knew each other before working in intelligence as Academy students. You must think they didn't know each other because he froze himself but they did its just Austin froze himself and stayed the same age while Basel got older and then Vanessa's mother retired and so Austin then meets and worked with her daughter
if only Austin's mother were alive to see his graduation and receive his award she'd be very proud of him btw there’s nothing funny about a father not showing up for a graduation ceremony
