Maybe not. Picard’s style of command never seemed to be Worf’s cup of prune juice. He respected Picard sure, he just couldn’t emulate how Picard commanded for himself. Especially with the tides of war that was looming
No Picard taught Worf to use his head in a situation and not the Bull Head Rush in without knowing the risks and about the responsibilities that he had to himself to a shipped to his crew. Picard had taught him many ways and for lack of a better term how to not be bull headed.
Picard was the Diplomat. If you wanted to learn about first contact and negotiations then he’s the teacher. Sisko was the Commander. Worf is here to learn about the Command Structure of Starfleet, not security’s.
"United We Stand, Divided We Fall". I guess the Klingons never heard of that. Sisko was right. The more they fight amongst themselves, the weaker they become and the more confused and distracted they become. Eventually, they forget who the real enemy is. And the worst part is neither the Dominion nor the Founders would've had to lift a finger. All they would've had to do was just sit back and watch the Federation, Klingons and Cardassians destroy each other. With all sides fighting each other, they would leave the Alpha Quadrant perfectly safe and open for the Dominion to come in and take over. And they all would do exactly what Gowron said he didn't intend to do; Hand victory to the Dominion.
Probably didn't help matters that the "Martok" advising and pushing for war and euphoria is actually a Changeling in disguise, assigned specifically to cause havoc in the Alpha Quadrant.
