So far, I don't understand why people are upset that he speaks too much. I get that most don't come off as "good dialogue" but it really makes him a living character who is more expressive. I personally don't like mutes, but don't mind the occasional don't speak much main character or the chatty character. It really makes the personality shown to the player. And so far Agent P-3 is mostly an impatient prick who is here for a job first hour of the game. Not everyone is a heroic and stoic badass.

In this case, the adjective "глобальный" denotes the scope of the effort, rather than the geographic scope of the program.
