NLRPD Request assistance with pursuit - Arkansas State Police quickly end chase on Lexus

- Trooper's Report:
On October 30, 2023, at approximately 8:25 p.m., Troop A Dispatch advised that the North Little Rock Police Department
(NLRPD) was requesting assistance with a pursuit. The vehicle was described as a black Lexus passenger (Arkansas license
plate 295ZON).
The pursuit eventually entered I-440 North from I-40 West. At approximately 8:34 p.m. I, Sergeant (Sgt.) Stephen Briggs,
caught up to the pursuit as the suspect vehicle entered State Highway 161 from I-440 North. The vehicle proceeded east on
Wooten Road where I became the primary unit. Speeds were approximately 100mph and there was no traffic.
I moved in to perform a Tactical Vehicle Intervention (TVI) and the vehicle abruptly decreased speed and came to a stop near
the 2700 block of Wooten Road. I positioned my unit in front of the suspect vehicle and NLRPD Officer (Ofc.) Will Whitaker
positioned his unit to the rear of the suspect vehicle. I exited my unit and ordered the driver to lay on the ground. The subject
complied and Ofc. Whitaker held point on the driver while I placed the female passenger in handcuffs. The driver was identified
as Scott GARRETT and the passenger was identified as Amanda Wilson.
While speaking with Wilson, she informed Ofc. Whitaker that GARRETT threw an amount of narcotics from the vehicle near E. 46th Street and Eanes Road.
I was familiar with the area and Trooper First Class (TFC) Shane Caviness and I responded to the location described by Wilson.
On the west side of Eanes Road just south of E. 46th Street, I located a plastic bag of suspected methamphetamine. I left the
item in place and contacted NLRPD Sgt. Ryan Temple who responded to my location and collected the narcotics. - Авто/Мото

I've said it before and I'll keep repeating it. When the officers chasing you suddenly get passed by another officer, you've got two choices...stop immediately or buckle up because you're about to go for a wild ride.

As an ex soldier of 21 years I am impressed, it shows a lot of pride and dedication to their profession, well done to them, and the commanders who have nurtured it.

In 2006, US Congress passed a bill making it possible for combat veterans to transition from military occupation to civilian law enforcement (federal & state) occupation, emergency medical technician and any other comparable specialized MOS that aligns with civilian occupational skills. Many law enforcement agencies had trouble with recruitment, but that bill made it possible to fill those positions throughout the 50 states, furthermore the bill also made it possible for injured military who have made a full recovery to return to active duty if they're physically able to do so (before, service connected injuries were career enders). So, in short, 67 to 73% of today's peace officers are former combat veterans who have completed SLETA and received their state peace officer's certifications/licensing.

The thing I find truly amazing is in this age of digital transmission, clean efficient circuitry, amazing microphone and even more stunning speaker technology... and it still sounds like two drunks chatting into baked bean cans connected by garden twine when the radio goes. Our emergency responders deserve better.
Plenty of emergency services around the world are using digital modes. P25 is the "go to" in my country. Despite this, they still keep it ridiculously narrow banded. For the life of me, I don't know why.
The radio sounds perfectly clear to the officer(s) in the squad car. It's the recording quality of the camera/audio equipment in the car which which is responsible for the terrible quality as it's main function is for video and not audio.
It has nothing to do with the speaker technology, it's the transmission. Public communication airwaves uses a very low transmission frequency, it's as low as AM airwaves. It's over 20-40x worse depending on location compared to high quality FM transmission. The more people that are on the channel, the lower the quality becomes. Maybe in an area with a lot of funding, you might get high quality transmission. FCC regulates a lot of the transmission.

What a difference in the presence of the ASP officer and the locals. More than half of the locals are out of shape old guys ( yes there a couple young and in shape) compared to the stick straight, buff, ASP. Their training must be intense and on going. Physical, mental and tactical. Just amazing.

Finally found a driver with more than half a brain. Saw that cruiser rip out around all the others and climb up on him. Must've realised which state he was in and what was coming. Even with all his dumbarse later, he's still smarter than most of the usual suspects on here.
I guess that car belonged to the driver; he was smart enough to stop rather than chance a TVI spin cycle.
Well, not the dumbest criminal I have seen in a while. I am thinking he saw the PIT being setup, saw the trees on the side of the road he was about to be forced to crash into by physics and a semblance of sanity returned. And so he stopped before they died.
He realized that he had the WRONG vehicle for evading ASP. A "Scat Pack" or "Hellcat" would have been GONE in 30sec! Even Jacob Byrd found that out the hard way! The "undefeated Charger" rules the roads in this POS State, has evaded these PIGS 7 times!
Bet it had more to do with her screaming at him. She looked more pissed than scared.
He knew Little Rock was chasing him, so he was going for it! And that was his only chance to get away. When he saw the State Trooper pass Little Rock!, He knew game over, not to mention that girl screaming in his right ear!😂

Because it's how arkansas operates. Hazen is the only police agency that I seen do a pit. Actually took over a state pursuit and end it for them.
State can afford to replace cars, most of those small agencies cannot.
@@redwolfexr That and most smaller departments don't want the liability when they inevitably damage property or hurt someone (even the suspect) doing it.
Contrary to what a lot of armchair enthusiasts say, it's not like other agencies are just scared to pit or something. Officers have to operate within policy lest they end up being fired, sued, or potentially even criminally charged. It just so happens that, at least for the ASP, their policy allows them to forcibly intervene in pursuits in most instances.
I like the fact that ASP located the alleged bag of narcotics and got original local PD to pick up and impound.
Im sad that we didnt get to see the ASP fly by from the officer's POV

Most departments now use low bit rate digital radio. I've grow used to it, sort of, listening to the scanner but it's still no where as clean and clear as the old analog radios.

Worked a wreck (fire dept) with entrapment and after getting her out of truck I noticed in all her crap that came out of cab was a huge bag of weed. Pointed it out to trooper and he said they couldn't pin it on her since it was no longer in her truck and lawyer could argue that the weed was there before the crash and since nobody saw it fall out he just took a pic,. collected it, and threw it in trunk of unit.
Well, he didn't have enough sense to not run BUT he had enough sense to pull over, avoiding damage to his Lexus :(
