I have heard that the historical reasoning for saber target area being only waist up is the idea that on a horse striking the legs wont stop your opponent. Can any practitioner here confirm that this is a belief in the fencing community?

I can confirm that on a horse striking your legs won't stop your oponent. Can't confirm about striking your oponent's legs. Or his horse's.
