It was created by Brielle Garcia. They made the whole thing in 4 weeks! They have also uploaded and their own footage of the game and the soundtrack for the game on their RUclips channel.

I'll give you the example of the Street Fighter 2 ports, how the Z80 driver was so poorly programmed that when Stephane Dallongeville released the patch that corrected the Z80 code for PCM samples it wasn't even necessary to increase the ROM space to get better quality samples in that case. Nowadays there are sound drivers capable of playing samples decently without consuming so much ROM space.

The cartridge had the movie cast posing like the 1994 US box art and a message about Shadow finally being on MD like people have begged years for, but it's just some slideshows and a "game" of Sonic running away from Shadow on his bike for a few seconds. I know that they didn't have to make this, but if this is the level of effort they chose, why even make a game at all when they could've just made a romhack of Shadow in Sonic 3? I really hope it isn't because of some internal bible rule to keep Shadow in modern games only. Sonic Team did have Shadow Generations jump through a portal and become his movie self for a DLC, so he could've jumped through a portal into Sonic 3 (1994).
Nothing, since this is a 4MB cartridge, it can't use the header properly and Sonic & Knuckles will ignore the cartridge and will only boot Sonic & Knuckles normally as if there wasn't a cartridge in the top to begin with.
Something I think we haven’t appreciated is just how well these movies have handled the characters. Not the Sonic characters, but the human characters. It’s not uncommon for a movie studio to make a live action adaptation of something and just through pointless human characters into the movie just because the animated character needs someone to interact with. But the Sonic franchise has done a great job at making the characters actually mean something to the movie. Especially with reoccurring wide characters like Stone, the GUN General, Maddie’s sister and so on. Like they actually do something in the story and it’s not unbearable to see them.
What is most surprising to me personally is that in this "game" they forced the 16-bit console to produce high-quality, clearly distinguishable voice lines
