But, even if the bics are fully-regulated, placards are not required for them unless a total gross mass of 454 kg (1,001 lb) or more. If placards are not required, the HazMat endorsement is not required.
Per 49 CFR 171.8, a bulk packaging for a gas must have a water capacity greater than 454 kg (1000 pounds). The determination is based on the capacity of the receptacle, not it's fill capacity. Also, propane as a compressed gas is not eligible for the combustible liquid exception.
While you may use USPS to ship HazMat, including LQ, I don't recommend it. I have found the USPS personnel do not know their own rules and will provide incorrect information unknowingly. Use a commercial carrier for the transport of HazMat (UPS, FedEx, &etc.)

Since the actual capacity of a DOT 420 pound propane tank at the maximum 80% is actually 96, is said tank considered a non-bulk tank?
