Hazard class 9 then? Hazard class 8 is corrosive, and they do have corrosive acid within though. So does DOT regulation state they would be class 9 then?
Lithium cells and batteries are classified as a Class 9 Miscellaneous by USDOT/PHMSA domestic regulations and the international regulations of IATA & IMO.

So I know the shipper doesn’t have to placard the freight if it’s ltd but how about if the freight weighs more than 1001 lbs? Does the driver then have to placard the trailer since it exceeds the legal placard weight requirement?
Good question. A limited quantity is not subject to the placarding requirements regadless of the quantity. Even 10,001 lbs of a limited quantity of a HazMat does not require the display of placards on the vehicle.

Since the actual capacity of a DOT 420 pound propane tank at the maximum 80% is actually 96, is said tank considered a non-bulk tank?
Per 49 CFR 171.8, a bulk packaging for a gas must have a water capacity greater than 454 kg (1000 pounds). The determination is based on the capacity of the receptacle, not it's fill capacity. Also, propane as a compressed gas is not eligible for the combustible liquid exception.

The volume is too low! CC only offered auto-translate in Spanish. After using Settings to get English, the CC became useless, generating random occasional words in both Spanish and English with no connection to what was spoken! I don't know whether it's a YT problem or original source but it defeats the purpose when viewers can't hear or read your content. Very frustrating!😖

Is it more difficult to use USPS when shipping limited quanities? I am unclear if I can still use USPS if I have the proper labeling.
While you may use USPS to ship HazMat, including LQ, I don't recommend it. I have found the USPS personnel do not know their own rules and will provide incorrect information unknowingly. Use a commercial carrier for the transport of HazMat (UPS, FedEx, &etc.)

No. If a vehicle is transporting a bulk packaging and the ID# of the HazMat is not visible (e.g., the IBCs are on an open flat bed trailer), then the vehicle must display the HazMat's ID# on all four sides with or on the placard.

@@Jonathan69812 While it is possible, it is very unlikely you will be able to meet the requirements of 172.332(c)(1) (referred to by 172.336(b)) for font & size of numbers when done by hand.

I know this is an older video and I am not sure if you are still monitoring this account. But, does the transporter still need to have a HW transporter License/permit? Not the driver buy the transporter/Hauler?
I'm still here, though I haven't had the time to make videos. You can find the same information on my blog. danielstraining.com/is-the-class-9-placard-required/ The transporter must have a USEPA ID# and be registered with their state as a Haz Waste transporter if they are transporting Haz Waste. If the Haz Waste is Class 9, the driver does not require the HazMat endorsement on their CDL.
do i have to use a dgn note for a small 50ml perfume item? will i still require a LQ labels for this ?
That quantity of dangerous good is eligible for the Ltd Qty exception - if other conditions are met. By ground w/i the U.S. the LQ mark is required to be displayed on the package. There is more. Perhaps you should contact me by email with more specific questions.

Yes. The HazMat endorsement on the CDL is only required if the vehicle is required to display placards. If the Class 9 - or any other placard - is displayed as an option, it doesn't require the HazMat endorsement.
What if the broker or the shipper require you placard the truck? Then must a driver have the endorsement. Also this gets very hairy with weigh stations that require all placarded vehicles to enter scales
When it comes to hauling Packaged Bic Lighters is there an exception weight to carry without a hazmat endorsement?
That's a good question. There may be an exception specifically for small lighters - I'd have to research the regs more to be sure. But, even if the bics are fully-regulated, placards are not required for them unless a total gross mass of 454 kg (1,001 lb) or more. If placards are not required, the HazMat endorsement is not required.

Yes. If it was packaged and offered for transport that way it would be contained in equipment.

Hello, I ran across this video wile doing some research regarding a different subject. You did a good job with your video but please allow me to help you out in determining if a rail-car is loaded or empty (an empty rail-car can contain 500+ gallons of residual product). A fairly simple way to determine if a rail-cars is loaded or empty is by looking at the three load springs of the wheel truck assembly. A loaded car will have little to no space between the coils while an empty car will have 1" - 1 1/2" between the coils. I have been in the Haz-Mat Emergency Response field for 34 years and this little tidbit of knowledge can be very helpful when dealing with any type of rail-car incident. I would say that the rail-car you are next to is at least 3/4 full. If you spend a little time comparing the coil springs in different rail-cars you should be able to determine loaded or empty as they roll by you at a RR crossing.
