75 is not a prefect sqr it means that there is no number that times by itself is equal to 75. You have to find the perfect sqr that we can times it with a number that gives us 75. Like 25 is a perfect sqr(5*5=25) and 3 * 25 is 75. When the number is nigative inside the sqrt, you have to times it with imaginary number.

No, you just have to write it as 3+7i, the real part (3) and the imaginary part (7i) are completely separate and you can't add them together. It is also convention to write the real part first, then the imaginary part

You may have been told that you can't take the square root of a negative number, and that's true in the realm of real numbers, but not in the realm of complex numbers which is where you get i from
