Germany used to have solar panel factories and wind turbine components factories, but they sold those factories to... China, who slowly delocalized the entire production to China.

Over-regulation, lack of digitalization, and bureaucracy are other major reasons. Germany can't compete with India, China, Vietnam, Poland, or even Ireland per se in the next 30 years.
