Laos is a third world country, and there were only like 400 cars in the country at the time this episode was made, so I'm not sure where the tricked out car thing came from. Although these days I have seen more Ferraris, Lambos, Bentleys, and Rolls Royces driving around Vientiane than I ever had in the US.
I know Vietnamese immigrants in the 90s were into those kinda neon sports car aesthetics(kinda like how Mexicans in California developed the low riders and hydraulics subculture), and I'm guessing the Laotian American subculture has a lot in common. The other stuff can be said about any other American teens.

Ricer = Looks like it's from the first Fast & Furious movie but isn't fast Tuner = Looks like it's from the first Fast & Furious movie but is extremely fast (often faster than supercars) Sleeper = Looks like a normal car but is extremely fast (often faster than supercars) If it has nitrous, it's gone past ricer and moved into Tuner. Tuners can still look 'ricey' but it's the performance that separates Tuners from Ricers.
I loved this subplot, this story is the one that made it clear how much Kahn's family cares about each other. When Tid pao makes drugs there's not even talk of police, just sending her to the next uncle with a final punishment be in sent to grandma in Laos. This cousin seems to have had the reverse happened, being from Laos and shipped to the U.S. as punishment. Kahn and Minh may be assholes, but they care about family.
I think it's just to avoid embarrassment for the family, especially Asians. It doesn't really do a troublemaker any good by constantly covering for them/not letting the law do its job with them. They just didn't want Tid Pao to bring shame on them because she was constantly getting into some heavy drug activity. They'd rather just send her away before the law caught up with her. That's why Kahn didn't like Connie dating Bobby and pushed her to do a bunch of academic things so he could go back to Laos and, as he put it, "rub their noses in it." It's all an image game with them.

Something I've always loved about KOTH is the detail and animation quality. You never saw the CG cars or Bento-box style ultrarigid animatjon you'd see on the other Fox sitcoms.

Generally you need $10-15k of high end parts and lots of knowledge/skills not found at O'Reilly's to trick out a car proper.
