This type of rain is more damaging than helpful. It runs off, stripping topsoil & stabilizating vegetations rather than entering the ground and aquifer.
There's a difference between NEEDING it and how they get it. They needed water...but not this type of delivery.

Planet is terra forming. It’s been going on for a few billion years. Look at the landmass of Pangea and compare it to todays Continents, a massive upheaval over time. Why would you expect things to stop?
That maybe true but a million years ago there weren't 8 billion humans on this planet that were getting directly effected by in California's case sever draught, forest fires and now torrential rains . What's next for California the BIG one ?
