I dont play tcg but my guess is that the low rarity prints for tenpai helps to make that deck. If fkse or other meta decks were cheaper, we’d see more usage

TCG unlike OCG and Masterduel TCG have 3 copy of Crossout designator. Crossout is very good anti handtrap tech card. Tenpai have tactically only have 3 extender card which is sangen kaimen and must depend a lot the normal summon Tenpai effect resolve. Because of this, it create a huge choke point to Tenpai, and really really need protection from sangen summoning field spell protection which current at 1 copy in TCG and OCG. In Summary Tenpai have the most starter card of all deck, in the same time have the less extender card of all deck to extend combo in the event you dragon been negated. Without an extender if your normal summon monster your have no way to extend your combo as plan B to continue your combo.
dude , 3 battle fadders , 3 numeron walls , and 3 scarecrow lol and i get out of battle then those dragon have no negate effects on my C1000 lol , tenpai deck is strong but against new players or if u have a very bad deck or very very bad luck in ur hand.

An acquaintance of mine recently participated in an ots championship (5 rounds + 3 rounds top cut) where he played 8 rounds of tenpai. Go figure
I wish it was the case at my locals, half is tenpai with 15 floods in the side
