I believe the way we define greats do need to be tempered with and combined with history in time and the situation at the time when the photos were taken. Many of his images will be considered as very normal now, given that virtually all of us are able to take the same types of photos. It is much more difficult to stand out from the 'crowd' these days, and also given that virtually anyone can produce "masterpieces" with the technology and equipment that are available to us.

I don't believe this to be true. It is his compositions and chosen subject matter that allow Klien to stand out. Not just anybody can take images similarly to him. He was a masterful photographer with an eye of an outsider, that allowed him to capture what he captured during the years he took those photographs.
Looks like there was much more visual diversity within mid to late 20th C cultures than in the uniform and standardized contemporary ones of today, especially post- millennium - and latterly in the " smartphones for all" global generation's unthinking compliance with what's deemed in- vogue. Therefore attaining a standout characterful street or fashion photograph has become a tall order.
