Certainly not Please use mask and gloves while handling U should not dust it as powder U might inhale Add little water to fungicide powder apply it as pastet with a art brush
If the leaves are dry check weather the branches are dry or not... If the branches aren't dry you don't have to worry.. Just dont give them too much water...
