Also Mina did him dirty. Edit: I was wrong. He DOES have redeeming qualities. His quirk is very useful when you think about it for more than two seconds. He was able to beat a pro hero by himself during the exams, and that's worthy of praise. Also, it was shown somewhere that he gets good grades, so he's also smart. Nah Gabi is cool now. Yeah she killed Sasha, but I feel like it was more the Marlyan government's fault because they raised and taught her to hate all of them. I say she gets a pass since she learned and grew during season 4 and eventually saw the Eldians as regular people just like her. I think she gets the pass just for that. Plus she is remorseful for what she did.

Sakura and mineta are tied for last: their problems come from typical bad anime clichés (namely sakura punching people for virtually no reason and Mineta being a creep),but other than that they're pretty good.
Then i have Gabi,she was a child soldier, slightly annoying and of course Killed Sasha (who i didn't care much about to be honest) but all things considered she's not as bad as the others.
Then it's Hisoka, we've moved on to straight up horrible people now,but I don't think Hisoka has done anything people after him haven't (and yeah that means i wouldn't trust the rest with children either)
Kabuto, Shoe Tucker and Danzo are more or less tied for their war crimes, including children

"You have three bullets" doesnt mean specifying that its a particular bullet, for example an 9mm. so I believe that I can use a 12 gauge shotgun or a semi automatic rifle' bullet.
