Is it safe to say that if your car fails all of the non continuous parts you can just replace them? My scanner showed that my CAT, O2S, HTR, EGR, and EVAP were all red, do I need to replace them?

No...they can be reed when u erase codes take the car for drive in city, countryside and highway to complete drive cycle of monitors and check again
