It is for the existing shareholders who bought at higher rate than $54.20 offered by Musk, who plans to take the company private. A rights issue means more share capital, means more moolah required by Elon to acquire Twitter. It ain't gonna be an easy battle. At this point, Musk is just taking the piss out of the regulations created by SEC.
