Residency applications that have already been submitted (and the fees for which have been duly paid) by the end of 2023 will still be considered in accordance with the old law - the law that was in force when the application was submitted.

Applications that were already submitted to the Hungarian immigration office before the end of 2023 are supposed to be processed even while the office is closed for new applications.

I have resident permit valid till Dec 2024, it was issued in Sept 2022, working for Automotive company, basically I am an Expat, now i would like get my wife to Hungary, Am i allowed to apply for family reunification visa with existing resident permit?

Yes, third-country nationals holding residence permits with family unification rights issued based on the HARMTV (previous legislation) may still request family unification residence permits.
