Why not get the organisers to stump up the cash for Police as a prerequisite for staging it? Like the football clubs.
You have a point here. If the organisers had to foot a clean up bill and/or fines they'd put on a sh*tload (no pun intendeed) more porta-bogs on and likely have the event in Hyde Park, fenced off with lower numbers. It's impossible for the Police to be effective the way it does play out. I saw one video where there was a sea of people you couldn't have gotten a sheet of paper between and a group of Police wedged in the middle ... it wouldn't have taken much for it to turn into a Hillsborough crush, leading to mass loss of life.
The organisers do organise the clean up. I know someone who volunteered to clean up after the carnival and she had to go to the organisers to coordinate with others.
Perhaps the police shouldn't have started dancing with the crowd & wearing their Rainbow outfits!

That same problem is happening here in Canada, keep seeing poop on trails and in my local parks (it's most definately not dog or other animal). Sometimes toilet tissue beside it, and how strange it all seems to correlate with the influx of migrant types I've been seeing walking these trails and parks lately. Don't remember that type of nasty behaviour before the invasion began.

The Notting Hill carnival has always been a zoo. Why everyone feels the need to go off on one this particular year who knows?
A huge benefit to local businesses? what are you talking about? most business have to boarder up in fear for their property because of vandalism, violence and fear. It has a negative effect on businesses. As well as the local residents who are paying some of the highest prices of any borough to live in that prestigious are of Notting Hill Gate.
