Some of them probably did but it looks really bad on the crime stats when a small minority are the ones committing the majority of the crimes so the police get told to leave them alone and CPS only presses charges when it comes into the public eye. It has taken years to get these vile rapists to court, they have had expensive legal aid, interpreters, probably also received state benefits for housing and living expenses all at taxpayer expense. The system has protected them from justice all this time. There needs to be a root and branch reform of the political system, the police and social services that has allowed these crimes to go unpunnished for so long.
