This is why Labour should not be trusted on leading our country :Birmingham City Council has become the latest to declare bankruptcy after racking up millions in debt. The local authority has been forced to issue a section 114 notice as it struggles to repay £760m in equal pay claims. This means it has 21 days to come up with a plan to balance the books and must freeze all spending apart from statutory spending and on services to protect the vulnerable. In extreme cases councils can be taken over by central government until their financial issues are resolved. Here Sky News looks at other authorities to have been forced into bankruptcy in recent years - and why.Although austerity has been the main driver of councils going bust over the past decade, financial issues in Hackney, east London far pre-date that. In 2000, the Labour-run administration declared it didn't have the funds to meet its spending commitments. A subsequent report found there had been "widespread mismanagement" and "inadequate accounting".Managers were accused of hiding the true costs of services from councillors, with one £5m rubbish collection contract ultimately costing double that amount. The council agreed it would try to save £4.5m in a year and £18m the next. Meanwhile a nursery closed because there was no money to fix a leak in the roof, parks and gardening vehicles ran out of fuel, and one council tenant had a new bath fitted - but there was told there wasn't enough money for any taps.Northamptonshire County Council was the first to declare bankruptcy in over two decades. The Conservative-run authority had long prided itself on leading the way in privatisation, low-council tax and resident value for money. But failing to take into account a growing population, its high-risk strategies of outsourcing social care services and selling off public buildings backfired. It was left with shortfalls of £70m - just after it spent £53m on a new building for its headquarters. Following the section 114 notice, major job and service cuts were announced. Ultimately in 2021, the county council and seven districts underneath it were dissolved and reorganised into two unitary authorities - North and West Northamptonshire. Slough (2021)Labour-run Slough Borough Council declared bankruptcy in July 2021 after discovering a £100m gap in its finances. But subsequent auditing by Grant Thornton found it had in fact run up £760m in debt. A report by its newly appointed chief financial officer Steven Mair concluded that years of poor leadership and quality control were behind the shortfalls. Government commissioners were brought in to run day-to-day operations in December. Slough promised to raise council tax and sell off £600m in a bid to balance its books. Thurrock (2022)Thurrock, on the Thames Estuary in Essex, filed a section 114 in December 2022 after declaring a £469m black hole in is finances. Concerns had been raised as far back as 2018 over the Conservative-run authority's alleged "extreme" appetite for financial risk. The council's former finance director Sean Clark was blamed for running up most of the losses, having borrowed from other local authorities to pay for risky commercial investments in things like solar farms. A review found he was able to make high-risk decisions with almost zero oversight - and had attempted to silence many of his critics. The council's investment policy was paused in September 2020 before government commissioners were brought in two years later to monitor spending. It was put into special measures and had to ask central government for a £636m bailout after debts reached £1.5bn. Croydon (2022) The south London borough went bust under the Conservatives in November 2022 - but first declared bankruptcy just two years earlier while still under Labour. Its first section 114 notice came after risky property investments and overspends on social care, which ultimately led to a £120m government bailout. Questions had been raised in 2013 over the decision to spend more per square foot than the Shard on a new headquarters. The £144m council building went alongside the £53m retail park it bought in 2018 - which failed to bring in a promised annual income of £1.4m. In a bid to address its £1.6bn debt, the council said it could raise around £100m by selling off 18 properties, including libraries and youth centres. An independent review by the Local Government Association in February 2023 blamed "organisational dysfunction" for Croydon's financial woes. Northumbria (2022)
Great to hear some positive policies from the party. Starmer needs to continue to keep traditional Labour voters on board whilst appealing to swing voters and Tory sceptics, a tough call by any measure..

Never thought I would hate Labour more than the Tories, but at least the Tories aren't pretending to be something they're not. Labour have nothing, no identity or purpose. Hope it's a hung parliament
The point she made at the start ~ 0:52 felt a touch bitter to me. "The Trade Unions appreciate you for who are are, they don't try and mould you into something your not." Labour feels like such a sad state of affairs, especially when a majority of the MPs do genuinely come across as decent people as a whole.
Just listened to that bit and yeah I think you're spot on. Clearly saying the Unions know what they stand for, and since becoming an MP she's had to adapt to the party line. Completely agree with you on the MPs, labour have got some amazing talent in their ranks. Darren Jones & Chris Bryant are amazing to watch. Was tragic to watch Rachel Reeves get called out with her own historic quote on LBC the other day, you could see clear as day she still believed that. So many decent labour MPs are being forced to hide their true values all for Keirs party line. Maybe it's not all Keirs fault, but he's the leader and makes you wonder how much he controls the party line. I think the most ironic decision of all was telling his 'LABOUR' shadow cabinet to not join the picket lines and suspending Sam Tarry when he was interviewed there. @@ManBearPiggy I don't know why, but in a way that gives me a sense of hope. Starmers job, whether we like it or not, is to make sure that Labour wins power. The fact that there are such good MP's in the Labour party who have the soul of Labour and the country gives me hope that these values will shine through once they are in power. The thing is, Labour have to recognise that they've been out of power for 13 years, they've failed countless tests with the public, they've had to adapt to that and change. Whether we like it or not, Starmer seems to be achieving that, he's managed to position the party so that the Tories screwing up now does manifest in a benefit to Labour. Now, is Starmer out of touch, or is he playing a long game, at what point does the distinction become irrelevant or relevant? Tbh, if they loose the election, then it's irrelevant. If they win, then that's the point at which those questions need to be heavily levied against him and the party (being cognisant of the mess of the country at the time, damage takes time to fix after all).
I know what you mean, I felt that way for a little while. But that was before they just started tearing up any of their own policies or refusing to counter any of the Tories disgusting policies. Watching Angela squirm when asked why they wouldn't repeal the anti protest laws was so sad - "we won't repeal them, but you can trust us, we won't use it like the tories". Come on, bunch of spineless cowards petrified to lose any potential Tory votes. Whilst I see where you are coming from, and like I said I used to think the same, I think if a party can't stand on their own policies and get elected on their own principles and standards, they shouldn't be in power. As much as it pains me to say, if the UK people are in support of Tory policies moreso than what labour should be standing for, then the Tories should remain in power. Brexit was a real eye opener for me on a personal level, I took it for granted (and so did everyone else) that the majority of the population would see the bigger picture and I thought there was no chance for Brexit to happen, but it did. Now we are in a similar spot. We are looking at the disgusting country we have become under the Tories. If Labour can't get in on fair & decent policies, then they don't deserve to be in and the UK people deserve what they get. To just get into power because you are the "other" party where the current government have fucked up SO badly, that is not deserved or earned. Labour have done nothing to deserve power, tactics or not - I hope the other parties start to get a huge share of the votes. A Labour Government with these policies would be fantastic and I have always got time for Angela Rayner. However, I am not so confidant about Kier Starmer, he gives me the impression that he is still too sympathetic to 'Big Business'. I like him, but am afraid he won't be brave enough as a Labour Leader needs to be for the betterment of all UK citizens.
I'm sure Angela Rayner is sincere in what she says. Sadly, I'm not so sure about Starmer, Reeves, Streeting, Evans, Akehurst, Mandelson, etc. Hence the (entiirely justified) criticisms of Starmer's Labour from the likes of Mick Lynch, leader of the RMT Union. I'm not saying that Starmer won't deliver what Rayner is promising - but TBH it's not looking good, if the rhetoric Starmer is using is anything to go by - such things as: * "I'm a Conservative with a small 'c'..." * '"Electoral Reform is NOT a priority." * "Under a Labour government *Freedom of Movement is a thing of the past.* We have to move on from that." * "We will NOT be abolishing Student Fees." * "We will NOT be recruiting nurses and doctors from abroad." * "We will NOT prioritise repealing Tory legislation - we'll see how it 'beds in' first." * "The NHS must REFORM or DIE." * "We will NOT do away with the 2-child benefit cap." * "Under a Labour government the UK will NEVER, EVER seek to rejoin the EU, or the Single Market, or the Customs' Union." * "Labour will NOT impose a Wealth Tax on the super-rich." * "Labour will NOT re-nationalize Water." * "Labour will NOT re-nationalize Energy." * "I HATE tree huggers." Substitute the word 'Labour' for the word 'Conservative' and you have Tory policies in every detail, down to a 'T.' Rayner has reently been demoted and effecively sidelined by Starmer. She is the only remaining left-wing MP in the Shadow Cabinet, and the only one with significant Union backing. Therefore Starmer didn't want to risk the possibility of a massive internal rebellion had he sacked her from the Shadow Cabinet altogether.

Something positive at last.
As a Trade Union member, I wouldn’t have Labour in a lucky bag. Can’t trust them further than they can be flung.
They're great policies. It's just unfortunately hard to have much confidence that they'll fare any better than the other promises and pledges Starmer and his team have made and gone back on in the past 3 years.

@andrewmark2783 Because unlike the current occupants of the hallowed Wedminster Corridors of power. This group believ4 in representative democracy. So the social contract will be reinstated and an attempt to carry out responsible government will be made. Of course, you can claim via crystal ball that they won't or that they will be incompetent, but you asked me why I think something, not how I know something. So my answer, though optimistic, is realistically possible. The proof will be after the General Rlection, not here in the comments section of a You Tube video.
Sorry, what is the 'New Deal' for workers?
vague stuff
@@keithparker1346 I read the policy details on their website. It was one paragraph: 'Labour will strengthen the protections afforded to all workers by banning zero-hours contracts, outlawing bogus self-employment; and ending qualifying periods for basic rights, which leave working people waiting up to two years for basic protections.
This will include unfair dismissal, sick pay, and parental leave, giving working people under Labour rights at work from day one.'
I am not syaing it's bad but it is basically doing the very least you could do with regard to sick pay and regading the abolition of zero-hours contracts Im for it but the devil is in the details which at the moment is sorely lacking. An encouraging speech, unfortunately I don't trust Keir Starmer's Labour to deliver this New Deal. I actually think Starmer would get rid of Angela Rayner if he could.
Well those pledges are as likely to happen as those Starmer promised during the leadership contest. That's the state of the Labour party... they are trustworthy as an alcoholic promising not to drink in a brewery.
I'm not sure IF Angela Rayner can deliver with someone like Keir Starmer pulling the strings but her last words "I Will NOT Let You Down" sounds a lot like Rita Ora 9 years ago singing "I Will NEVER Let You Down" and that song was GREAT!
I have faith in her let's hope she removes the unbelievable cruelty towards the sick ill and destitute on benefits and makes a way to hold tory mps accountable for the cruelty against them.
That is so good to hear.

Croydon (2022)
The south London borough went bust under the Conservatives in November 2022 - but first declared bankruptcy just two years earlier while still under Labour.
She’ll be kicked out on day one.

If you work and pay your way, you get nothing. If you lay in bed all day or come over on a boat, you get everything and more.

What £ 14 an hour minimum wage ? Bet she doesn't say that 😁
I'm sorry, but i was not impressed by what she said. She should have given us an idea of what she intends to do for workers and what they would do about the 'elite' who receive salaries per annum equal to 2 or 3 weeks earnings of a worker. I feel so bad for Angela. If you know her back story and her values, being part of the current labour party must be so painful for her. Keir is a cancer for Labour, taken all ambition and inspiration out of the party at a time when we need it most.
He is so out of touch with who Labour is supposed to represent, the party is so out of touch @@davidbates3057
Hopefully we can finally break the facade of choice and destroy this horrendous 2 party system - there will never be a bigger chance for the other parties to grow - hope they have so many feet on the ground knocking on doors! @@azena.

I'm starting to think that Keir starmer is basically just a figurehead for the Labour party the real power behind it is this woman!
She should be PM
You are joking.
It's not tangible enough. Lots of vague words without clear deliverables.
Now, let me think, how many times have I heard this one?
I'm sure Angela Rayner is sincere in what she says. Sadly, I'm not so sure about Starmer, Reeves, Streeting, Evans, Akehurst, Mandelson, etc. Hence the (entiirely justified) criticisms of Starmer's Labour from the likes of Mick Lynch, leader of the RMT Union. I'm not saying that Starmer won't deliver what Rayner is promising - but TBH it's not looking good, if the rhetoric Starmer is using is anything to go by - such things as:
* "I'm a Conservative with a small 'c'..."
* '"Electoral Reform is NOT a priority."
* "Under a Labour government *Freedom of Movement is a thing of the past.* We have to move on from that."
* "We will NOT be abolishing Student Fees."
* "We will NOT be recruiting nurses and doctors from abroad."
* "We will NOT prioritise repealing Tory legislation - we'll see how it 'beds in' first."
* "The NHS must REFORM or DIE."
* "We will NOT do away with the 2-child benefit cap."
* "Under a Labour government the UK will NEVER, EVER seek to rejoin the EU, or the Single Market, or the Customs' Union."
* "Labour will NOT impose a Wealth Tax on the super-rich."
* "Labour will NOT re-nationalize Water."
* "Labour will NOT re-nationalize Energy."
* "I HATE tree huggers."
Substitute the word 'Labour' for the word 'Conservative' and you have Tory policies in every detail, down to a 'T.'
Rayner has reently been demoted and effecively sidelined by Starmer. She is the only remaining left-wing MP in the Shadow Cabinet, and the only one with significant Union backing. Therefore Starmer didn't want to risk the possibility of a massive internal rebellion had he sacked her from the Shadow Cabinet altogether.
