Adding more properities is the fastest way to decrease upward pressure on rents and house price growth. I think removing negative gearing for established homes, or giving new homes accalerated depreciation could be some ideas. Also additional taxes for vacant properties (which many states are now implementing).
Let be honest, if you study the history of housing in Australia the government have repeatedly shown they are incapable of solving this issue.
