I am from skardu, the weather is only awesome in summer, in winter it is very harsh even daily activities are affected. One more thing is internet outage, usually ther are limited internet access in Northern areas and i couldn't do freelancing at skd
People from mountains are running towards cities due to landslides, rockfalls & other challenges. You are suggesting to move to mountains. Why not plant trees and improve the life in cities & villages. With the millions live in cities it is not possible for everyone to move to the mountains. Make this country liveable for everyone and all regions. Plant trees & make water available and improve the climate. A lot of countries are doing the plant the tree drive, it really lowers the temperatures in the citites.
What he is suggesting is only applicable to retired people, typical boomer thinking, you have no systems, no education, healthcare, opportunities, in smaller towns.

Only a retired person who has reached the end of their career can only think and advice this to others, there is a reason people move to big cities, for their opportunities, ease of access, the stable lifestyle, the reliability of systems. What you are suggesting is a temporary and brainless solution to a growing problem. The road connectivity, internet, reliability of systems, hospital, education and raising children is massively impacted in small cities, there are no opportunities to grow, what if you decide to switch jobs? What if you want to increase your network? You cant raise a family due to lack of education. Instead we should focus on fixing the cities, with plantation, preservation, and implementing systems that allow for a planned and control growth. We should definately shift to outskirts of such big cities, so that cities are well within our reach but also we can enjoy same benefit of living away from city centre.
Sir govt should take this initiative. Because human resources and basic infrastructure is not developed in these areas. It increases cost of business. And some areas are closed in winters.

Most of the northern areas have become a no go areas in Pakistan. Taliban have captured a good part of Pakistan's northern areas and these areas are the hub of social unrest these days. Media won't show you this, but this is a harsh reality. At least we are relatively safe in well-developed urban areas
