I think in the CP case of the CAP theorem (Lynch, Gilbert), ensuring consistency doesn't necessarily mean stopping the whole system from functioning altogether (rejecting requests on all nodes, as suggested at 1:30), but instead only allowing the main network partition (the one with the majority of nodes) to receive read/write requests.
