In most jurisdictions, it actually IS legal to drive a Crown Vic painted black and white like a cop's. You can even make it look like a undercover cop's car (bull bars, rims, etc) but so long as you don't try and act like a cop or turn any red and blue lights on, it's all legal.

In ALL jurisdictions in the United State's it is completely legal to own that car, the officer was just a moron. There's no law defining what color, make or model your vehicle can be.
