It can have a different meaning depending on the department. Here in DOJ, "Code 5" refers to an extremely dangerous situation. That is why when they pulled him over, they all had there guns out because someone must've said called a Code 5. Code 5 can also refer to the act of officers pulling out guns. At least that is what it means for DOJ, it might be different for other departments.
Code 5 is also called a "felony stop". A "felony" or "high-risk" traffic stop occurs when police stop a vehicle which they have strong reason to believe contains a driver or passenger suspected of having committed a serious crime, especially of a nature that would lead the police to believe the suspects may be armed (such as an armed robbery, assault with a weapon, or an outstanding felony warrant for the registered owner). In a high risk stop, officers attempt to provide their own safety by issuing instructions to maintain absolute control over every step of the proceedings.

these cops were cheap asf they used their maps to find you because you were hidden and they thought you were in the alley because you were really close to it, then they realized you were on the other side of the fence so they went around and tried to pretend they didnt use maps.
