  • "I challenge the way they're actually trying to compensate for the lack of housing. You're not able to do that in the next 50 years in LA. There are other people like me who would actually challenge the city. We are willing to sign a guaranteed contract. I can deliver 10,000 units in five years. It's not that difficult, trust me," says Amir Jawaherian.
    Los Angeles is trying to build more affordable housing for low-income families and the homeless. Under state law, LA is required to plan for nearly half a million housing units by 2029, with 40% of them affordable to lower-income households.
    However, developers say that various local policies are making it increasingly difficult to pursue housing projects. Siyamak sits down with Amir Jawaherian, a developer and real estate agent who shares his perspective on how difficult it is to build housing in Los Angeles.

    As a civil engineer that has done development for the past 20 years, the laws in CA like environmental laws and CEQA, or the ridiculous impact and development fees, have nothing to do with saving the environment or covering local government costs. It's the nastiness of those in charge who were here before you. They intentionally created difficulties or near impossibilities of residential development, driving up their own values from creating the shortage in supply.

    I had a several year period where I had to interact with government bureaucrats ot obtain, basically; permits and approvals. I was initially surprised at having my requests denied just seemingly as a pro forma response. Negotiations. meetings and delays were part of the process. I finally realized what was going on. These numerous bureaucrats were under employed. They couldn't just say yes, they initially had to say no to justify their jobs. All of these negotiations, meetings and so forth were to allow them to appear busy. As I listened to Amir talk, this experience was just so illuminating to his experiences. Also, another thing about governmetn bureaucrats......it is basically impossible for them to be fired. They can be fired for demonstrated malfeasance, but they cannot be fired for nonfeasance......well, nonfeasance when then can find some excuse, however trivial, upon which to base nonfeasance. This is why there is safety in them saying. "no" for a permit or approval process. .

      And to think the highest percentage of new jobs created under Biden have been government jobs that add nothing to the GDP and serve to deepen the swamp.

    I work for a section 8 builder and the misconception from the outside is that “affordable housing” cost less to build but it cost the same or more because of the conditions of approval or the partnership with city’s and their additional requirements

    Los Angeles can’t built them on their own. They built Homeless housing for $800k and $600k per unit. What hope do we have.

    He forgot to mention that the 5% tax on property sales of 5 million and more can be levied agains the developer twice. First when the developer buys the land if it is 5 million or more, then after he sells the developed property. Also, in the building permit fee, there is another charge for affordable housing. Finally, the CALGreen building codes make construction more expensive. So, of course the cost of construction has skyrocketed.

    Well done interview and a good perspective. Regarding the half a million units and trying to imagine that, if you had 30 story buildings with six units per floor, you would need about 2,778 of those buildings. One of your guests on an earlier episode about housing the homeless I think mentioned a count of about 600,000 homeless in Los Angeles alone, so the half a million figure for required new units seems low.

      @policedog4030 I don't remember who said this can you please refences who did? It sounds like we're assuming that it's one person per unit? For those needing assistance getting off the streets are you assuming that they would live there alone forever? If anything it should be assistance to get off the streets and then they could get their own place on their own. Shouldn't they then have to move someone else more affordable? Otherwise Why should homeless get brand new housing in a prime location versus those that work so hard to try to obtain the same thing?

      And 2,778 of those buildings will have lawless tenants who the police have no control over, which is always the case with "affordable housing"

      Why can’t the homeless live in dormitory style housing. They need the supervision and guidance anyway. And structure and the purpose of helping with their housing and meals. If they want their own apartment or house, let them do what everyone else does, get a job and work for it. Tax dollars going into building “affordable housing “ drives up the costs for everyone. And taxes go up.

      If you have 30 story buildings and you house homeless people in them, you will have huge problems with the tenants jumping out of windows as a result of drug use. This is a VERY common occurrence when you house homeless in apartments.

    Concept of affordable house is an euphoria. Cost to build is very high housing from high labor cost, material cost, regulations, etc.

      LA is a massive city built around cars. So a lot of land is dedicated to parking. That's the main issue. The natives (me included) don't want more people to come into LA because it will worsen their standard of living. So we made sure people can't buy any properties here while inflating our own. LA is full, people need to go somewhere else.

    It's "affordable housing" to rent. Those buildings always become overrun with crime. It's social housing.

    Affordable housing is not affordable. Where's all the 200k houses, 2/3 BR, 1.5 bath? We as a country waste so much money on everything else but the people. Homeownership is the key to success.

    I’ve heard people say, there isn’t enough water allotted for new housing, the freeways are too congested for new housing etc. Our fellow humans are already here using the resources. Build any housing. People need a roof over their heads..

      A made up “woke” word which means the exact same thing as homleless but someone decided we needed a new word. Un=less. Housed=home. Make it make sense

      That means a drug addict who is on the streets. He or she is not actually without a place to stay, they just prefer to hang out on the steets for direct access to their drugs.

      ​@@CaliforniaArchitectthere aren't any studies that show drugs are the root cause of homelessness. Some people may start using because of being homeless, not the other way around. Yes, some people might become homeless because of drug or alcohol abuse, but if you look at the cost of housing compared to average salaries, it's easy to fall into homelessness whether you have a substance abuse problem or not. This can only be fixed by getting rid of the regulations that stifle new housing. There are plenty of high income earners with drug or alcohol problems.

      Drugs are a big reason. They are (in the case of a lot of the homeless people). Whether they started using them because they became homeless, or became homeless because of a drug use problem (problem).
      Not all homeless people are drug addicts. There are a lot of rich, middle class, and poor people that consume drugs.
      The cost of rent in California , as in other parts of the country, is outrageous.
      There are also homeless people in more affordable cities in other states.

    LA affordable housing is nowhere to be found due to the policies implemented by the very politicians that they have elected e.g. Gavin Newsom, Karen Bass, etc.

      The fee is levied against any property sold for 5 million or more. That includes raw land, industrial property, offices, retail, apartment buildings.... not just homes. This tax will also harm businesses and employers who have nothing to do with housing.
