Each medium has certain qualities and aspects that the other can't hope to achieve. Manga tends to capitalize in showing singular moments and crystalizing them perfectly which anime can't hope to do. Anime at the same time has more momentum and fluid motion along with utilizing both its capacity to defy realism in favor of aesthetics which live-action can't do justice. I think in order to truly make something that can do live-action justice, they need to focus on what they can achieve and what they want to carry forward in the name of the spirit of the anime. I think live-action could work well if they don't focus on trying to mimic the anime, but try to show the message that FLCL carries in their own way. I think that is the major way to make a good anime adaptation, don't seek to recreate the anime in a live-action form, but try to express its message properly with the medium you're given.
