His comments come after a recording emerged of the moments before a UK-flagged oil tanker - the Stena Impero - was seized. In the recording, an Iranian vessel can be heard telling a Royal Navy frigate that it wants to inspect the tanker. Foreign Secretary Jeremy Hunt has urged Iran to reverse the "illegal" seizure.

There are no UN sanctions disallowing the sale of oil to Syria. The US sanctions are also NOT international, which is why China, India, Japan and many other countries are not complying with said sanctions.

Iran has multiple times stated they are not looking to develop nuclear weaponry on moral standpoints. Iran does not want nuclear weapons. They want to enrich their nuclear plant's fuel. Because as you said, no one would help them when they need the rest of the world, so they can not depend on anyone when it comes to their source of energy.
Also, threatening to attack Iran is not "do whatever without help." Although in international law (Nuclear Nonproliferation) the countries you listed above have promised to help countries like Iran to develop peaceful nuclear technology.

Also, Russia, America, China, and the EU have drank too much if they think Iran would not only develop, but also use Nuclear weaponry. Between these countries and Iran, Iran is the only country that has had ability to develop chemical weaponry but has not. Iran 30 years ago in the middle of the war with Iraq suspended it's missile program, because Ayatollah Khomeini said the lack of accuracy would make too many civilian casualties(compare that with what Israel does.) I think that may not be quite accurate. That Iranian ship was seized due to EU law in regard to shipping to Syria. Iran seized the British ship simply as a retaliatory move and was not based on any breach of laws.
