It sort of makes sense if you watch the 1997 Cinderella where both actors who play Cinderella and Charming in D4 first play these characters. The directors decided to do color-blind casting for that movie, and they casted Whoopi Goldberg as the Queen and Victor Garber as the King, Charming's parents. So you could argue that the King's genes were pretty dominant over Cinderella's and Charming's when it came to Chad, and that's because its possible you could get genes from your grandparents. And for Chloe, Cinderella's and Charming's genes could have been more dominate because gene percentages are different for each possible child. But since they go for a whole nother storyline for them with the weird Castlecoming dance, that isn't even shown (even though they made a big deal about it). Along with the fact you don't see Charming's parents, its possible that Chad was adopted as other people have been saying/joking due to the lack of blue in his hair as everyone in that family has at least a strand of natural blue hair somehow.
