The thing on Patrick’s house is a weather vein. It was an important tool before smart phones and television/internet. Most nowadays are just decoration. You’ll often see them most on old farm houses.
They don’t just turn in the wind, it warns of dangerous high winds and when you live in areas where there’s tornadoes or worse, you see and hear that thing spinning, you batten down the hatches! Lol. I’m not quite that old, but I grew up poor and on a working farm.
Mr. Krabs ship is my favorite house though. I don’t know why. Plankton is my favorite character though. I love the evil little dude.

It's probably a combination of both. The arrow is the wind vein and the other part is the antennae.
I just looked it up. Patrick's House is where Patrick Star lives. It is made of a rock with an antenna on it. It’s on the SpongeBob Fandom and also online.
