I had a lot of fun with this game. Characters with Speed and/or Flight Specials paired with the fast recharge of the Toon Power Meter can definitely break the game and make it easy if you know the courses well and where to use them. The Shield you mentioned is a Toon Power that some characters have. In the Super Science Tournament, all of Super Tournament, Quick Race, and Elimination Mode the A.I. will start using their Toon Powers when you get close to them, but they only use their Secondary Toon Power.
Gosh, I wish CN would make a remaster of this for ps4, with old and new characters. I freakin loved this game as a kid and it even helped my brother and me to learn englisch. (oddly CN games never get a translation in germany) you kinda forgot to mention the arena minigames. My brother and I loved to play the hell out of those. ^^

It finally came. I have now sunked two to three hours into Cartoon Network Racing. My first impressions? Well, I was a little mixed for the first hour. The handling felt pretty loose and was challenging to get to grips with, especially when bumping into a wall made for some annoying 180° turns that weren't intended on my part. I also found the Item RNG to be ridiculous at times and it felt like I didn't have much control on potential victory. Needless to say, my first hour was pretty frustrating. BUT. All of a sudden, I was getting really good at the game. What originally felt loose now started to become really fun and satisfying to master, and I gradually learned to wait at just the right moments to use my toon powers. The difficulty was now just right and was more about strategic racing gameplay rather than abusing what I could use. It reminds me quite a bit of the motorbike levels from Crash 3. The learning curve is high, but it feels really good once I've reached it. I'll definitely be sinking more time into the game. My chosen characters are Dexter and Dee Dee, simply because I love Dexter's Lab and prefer to have a great sense of speed in my games. If the game continues to impress me as it goes along, it might potentially become my second favourite 6th-gen kart racer behind Mario Kart: Double Dash.
After playing a lot more of the game. I can confirm a few things. This is now one of my new favourite kart racing games. More importantly though, Dexter's turbo boost is far from broken. If anything, it kind of pales compared to making your kart float. It's easier to control and the speed is more immediate, but the float power up when used on the Dash panels allows you to achieve that sense of speed right away while also having the benefit of lasting longer, and slowing your opponents down when near them. The one weakness it has is that it's much harder to turn tight corners when in this mode. Also, Dexter isn't the only one who has this turbo boost. Several other characters like Professor Utonium and Courage have this as well.
This game is great tbh And let's not forget it included like 12 unlockable cartoon episodes... Wasn't expecting that from ps2 when I was younger... They should TOTALLY remaster it, or do something in it's style, hopefully including a lot more shows

I just don't see them doing standalone cartoon network video games ever again. Cartoon network battle crashers was like the last standalone cartoon network game we got. Multiversus is kind of the sequel to punch time explosion we've been waiting for.

I've played this game before!" and they always said "I've never played or even heard of it before."

Each character has their own 2 powerups. These are turbo, flying, shield and attack. Attack was most of the time pretty useless, cause enemies would have to come very close to you to actually even be somewhat affected by it... except you have the powerpuff girls as partners. They had a laser attack that could hit anything that was just slightly around them. XD
This was a fun game but I DESPISED the controls. They felt slippery, especially when trying to do turns and unlike Sonic and Sega all stars with the all stars being Invisible no matter what you get hit with, in this game,?you could lose it if your hit and it really sucks. Other than that, I enjoys this game. Be nice if they brought this back in a remake or new game with new characters.

THQ Nordic snapped up the Nickelodeon video game licenses to make remasters, so my dream would be them doing the exact same thing for Cartoon Network.
They should make it more than just a remaster like crash team racing nitro fueled
