You don’t need to control 100% of the oceans to protect it, you just need to protect the ports, straits, canals etc and you’re basically 95% there. Same with space, there’s only 8 plants, and a couple hundred moons in the solar system. And we aren’t even really concerned about them all. Mainly the earth and moon right now. Also space is completely hostile to people compared to oceans, people will be incentivized even more to help each other.
