    Theory of Change is a specific type of methodology for planning, participation, and evaluation that is used in companies, philanthropy, not-for-profit and government sectors to promote social change.     This seems reductionistic, a process that seems convergent from the start, rather than exploratory. Let's look at 'world hunger', or better hunger in a specific place. Let's first find the root cause before we commit more than emergency funds.
    Is the root cause crop failure? seed and fertiliser unavailability? small plot size being inefficient? lack of routes to market to sell excess and derive a profit? lack of certainty in land holdings and cheap access to simple justice mechanisms? Lack of local skills? Insufficient balance of trade to enable imports of supplies and equipment?
    Perhaps on a more expansive view we might find that 'solving hunger' is not the problem, but big city corruption. Solve that first.
    Once a challenge to take has been identified then research has to be committed to find routes to resolution or exploiting the challenge. Then we can develop a hypothesis of change and test it for failure; review, modify and establish a theory of change to be implemented broadly.
