Teenage girl tackled, injured by Edmonton police officer in case of mistaken identity

  • An Edmonton girl fought for her life, fearing she was being abducted to be trafficked - but it turns out her would-be captors were Edmonton Police Service officers who mistook her for the suspect in a nearby domestic violence call.
    Haylie Nahamko-White had just gotten off work on Monday, Nov. 13. She was walking towards Londonderry Mall in north Edmonton, and about to cross 137th Avenue at 68th Street to meet her boyfriend.
    It was 10:30 p.m., pitch dark outside. She was on the phone with her partner, who was parked across the street.
    “I had an unmarked SUV pull up to me and they said they were police. I didn’t see any logos or nothing. They didn’t turn on their lights at all,” Nahamko-White said Thursday.
    The 17-year-old said a man in the vehicle told her if she fled, he would deploy his taser on her. She panicked and ran.

      Qualified immunity is not a doctrine directly applicable to Canadian police and law enforcement officials. Instead, peace officers (which includes police and many other public officials) are afforded protection as a statutory right. Section 25(1)(b), (3), and (4) of the Criminal Code outlines these protections.
      Section 25 allows police officers to carry out their duties, especially when people are non-compliant with laws or actively resist police trying to enforce laws. It’s what gives police the authority to arrest, use force, or search people or places. As long as the actions of the police are reasonable in the execution of their duty, they are protected.
      This is not to say that police are immune from being charged criminally or sued civilly - far from it. In fact, in Hill v. Hamilton-Wentworth Police the Supreme Court rejected immunity for police in cases of investigative negligence. Police are not above the law or enabled to break the law, except where authorized in specific investigations under s. 25.1. Police officers in Canada are investigated for enforcement-related conduct - mainly when force is used that injures or causes death. However, the statutory protections under the Criminal Code provide a defence for officers subject to criminal or civil proceedings. The reasonableness of an officer’s actions allows courts and independent investigative units to make a determination of whether the officer’s actions were reasonable in the circumstances.

    A lone woman, late at night, accosted by men, unmarked vehicle..... only a fool wouldnt run. Slow clap EPS, winning hearts and minds everyday with extreme ineptitude.
    Chief: "We've investigated ourselves and found no wrong doing". Poor girl will never mentally recover from this.

      Imagine. I had a conversation with a cab driver that Canada can be proud that in most neighborhoods young women can walk at night without the threat of attacks or become a victim. I lived in many communities in my city and see women walking to their homes or other destinations with confidence. Now they have to worry about police officers. Sad.

    This is absolutely terrible. Just saying "we're police" doesn't mean a damn thing to a scared kid out on her own. An unmarked police vehicle is unmarked to intentionally hide the identity of the police so her not immediately believing it's the police seems like a rational response to me. You would think procedure would be lights, hats and uniforms on to clearly identify who they as soon as they interact with anyone instead of imitating what a kidnapper would do.

      There was a guy in Nova Scotia who had the car, uniform and badge who shot up the whole area resulting in the worse mass shooting in Canada. So " Hey we are police stop" in an unmarked car does not amount to a hill of beans to this girl. Had it been me I would run and not look back.

      You’re going to pay the same taxes no matter what. There is a set amount of money put aside in a police budget for lawsuits. The money is already spent once it’s put aside.

    Imagine how detached from reality if a police officer can’t even realize that if your not in uniform or in a police car, why would anyone believe a stranger telling them to get in the car?
    The ego they must have had. To not even formally investigate first if she was the suspect. Or assume everyone should know they are a cop out of uniform if they say so without proof.

      Sometimes it’s so they aren’t as noticeable when they come up because the person could have called 911 without them knowing so it doesn’t worsen the situation.

    If this was my daughter, I would be furious, and I would have that officer's badge!
    They should have identified themselves as police from the start and approached her calmly. This behavior makes the police look like thugs.

      It was a case of mistaken identity dude. Soom after I moved to my present home just before the pandemic was declared in 2019 2 police showed up at my home only to look surprised when I opened the door. They had the wrong person maybe at the right adress after some homeless people had been living in the garage on that property for awhile before I moved in. Well at least I didn't get shot a couple of times like that one landlord here in Edmonton, Alberta Canada who owned over 100 properties here. Some people here in Edmonton liked him. Others hated him.

    My question: How are the Edmonton police going to meaningfully respond to rebuild the trust they actively stole?
    This is extremely disturbing, police need to show the public they're committed to doing better & not just say a cheap, hollow "sorry".

      Many come from broken homes where violence was normalized, some have a background of being bullies as children.
      The police in many of their eyes are heroic, while they actively ignore all the social dysfunction within their ranks.

      I personally know of a number of officers that come from broken homes, that have not dealt with their own mental health issues.
      Strapping a gun to someone & putting them into a position of authority as they carry around all their previous mental baggage is a pressure cooker, and a precursor to a mental break.

    An unmarked vehicle shouldn't even be able to make a traffic stop without allowing the driver the opportunity to drive to a safe location. Many jurisdictions have implemented this due to the number of police impersonations and it should be done right across Canada. Not just because of impersonators either. There are way too many cops who get violent far too easily. Getting to a place where EVERYONE can be safe.

      ​@@John-bu2xt Experience is convincing, certainly, but it is not so much we gave it, they took it bit by bit and in the confusion of division and disinterest, we failed to properly monitor the cookie jar and account for the cookies. We were gaslighted and manipulated into a false sense, they could slowly change the dynamics of lent authority.
      Now they have control over everything and taking any control back will be an unprecedented task, but not for war.
      The circular nature of lent authority has turned into parental, top down, do as I say - not as I do.

    I moved away from Edmonton in 2007 it was by far the best thing I've ever done in my entire life!
    There is no worse city to live in in Canada than Edmonton!
    It has zero redeeming qualities!

    I was a witness to something years ago and EPS ended up putting my life in danger to catch the guy. They admitted that the officer in question made mistakes & needed more training. So they sent me to some type of EPS provided counselling to try to prevent me from suing them…
    They wanted this “dangerous guy” so much that they were willing to put other citizens at risk to get him. When I expressed my concerns with the danger they put me in, I was told “that I did the right thing” to prevent others from getting hurt and that “I shouldn’t worry because crimes of retribution aren’t that common”…
    Thanks EPS!🤬 I was terrified in my home for a year until this got sorted.
    This is the only city I’ve personally ever seen to have permanent “we’re hiring” police billboards all over - says a lot!

      Regardless even if they did, a lone girl at night being accosted by men in an unmarked vehicle, any woman with any sense whatsoever would fear she was being kidnapped or worse. Natural fight or flight response takes over.

      They could have approached her slowly and identified themselves with badges from a distance. But they were ore concerned about using speed, surprise, nd violence of action to catch the "perp" before sh ran or shot them.     Even if the guy who tackled her's a constable, he's not above the law. His chief or a judge can take his badge just as easily as he got his badge and sooner or later, he's gonna have to at least pay this girl he hurt lots of money, if not get fired and possible sent to prison.

    Saying you are police means nothing in this day and age. They should have put on their lights, and showed their badges. I and many people, especially women would have ran thinking they were maybe trying to impersonate a police officer and it was a possible abduction situation.

    A guy dressed up as a cop and made his car look identical to a police cruiser. Then killed a lot of innocent people... I think police need to understand why people are hesitant to believe you are who you say you are... better start thinking of a new protocol.

    The problem is it leaves some of us wondering if these legit officers really were going to hurt her but because she resisted so valiantly they changed their mind. Just because they are real officers doesn't mean they weren't up to no good.

      @@copwatchnl2618 One example is a British officer raped and beat dozens of women over 17 years. Plead guilty to 49 offences, 24 counts of rape. And that's likely not all.

    Okay, after seeing many videos, people now are aware that police often have difficulties when dealing with the recognition of number, letters, and colors, and now we see that they also have trouble in seeing the difference between a person that is outside of a house, and a person who is inside and refusing to exit.

      Hopefully, she can charge them. No one's above the law and if everything's gone well, the officers who attacked her were fired and arrested for assaulting a minor.

    The fact that our militarized cops sneak around like skulking criminals (because they essentially are) should be telling enough. They don't want to be seen as a protector of citizens. But a force to be reckoned with.

      This is why I question the mental health of the officers, and their motivation to become police in the first place. This type of brute force is a dark sign of of the power that police like to have over others.

      How u chose to respond is very telling:
      Ignoring what doesn't align with your understanding rather than using humility to learn & grow from others.
      During our formative yrs (0-6 yrs old) we develop a healthy sense of self if our first teachers model healthy, social behaviour.
      If our first teachers (parents) model emotional dysregulation we either learn to shrink & hide ourselves or impose ourselves on others using aggression to sooth the emotional dysregulation within us.
      This is how bullies are made.
      U can certainly look this up on Psychology Today if u have any desire to inform yourself further. Cheers. 🙂

    Hailey, I understsnd what you went through. I sorry that they didn't ask for your iD and done things properly. They did not do their job. They deserve to be charged for wrongful actions. I have been there. It still taking me a long time to call police. I tell them I am afraid of them when they arrive to help me. Many people need help with police. Cannot help them if we are scared of them. I hope you heal through this and that you learn how to handle police in our city. Take Care of yourself.
