I would have replaced all the bearings, piston rings and shaft seals. This is a basic thing, it costs pennies, they should have been replaced during such a major renovation. This is just a car wash, nothing more.

what makes mower decks rot and gets punky is moisture and grass just sitting and the quality of the decking material. Most decks have a deck wash. It uses a garden hose fitting to the deck you set the deck setting all the way lowest setting get the water flowing start the mower run the deck about full throttle the blades fling water around the deck. it get some but not totally clean. you just need to periodically hose down the underside. thin material won’t last as long you’ll have to patch as it rots out eventually replacing the whole deck.

Use paint stripper or sandblaster not a grinder to strip the paint. This ruins surface at the beginning of your paintwork journey 😊 3. This wealding is a joke. Rod wealding is good to connect two pipes not a sheet of zinc plated sheet. 4. Can of rust converter costs pennies and worth applying as a primer. 5. The motor. This ohv motor is simple as 1m of cord in your pocket 😊 nothing there so check piston,rod, rings, bearings and maybe a bit of honing. Polish valves, reassembly and Change the oil.
The lawn tractor overall looks alright, that’s more a repair video than it is a restoration. The metal fabrication on the cutting deck is probably the most cobbed up jobs I’ve ever seen, it just looks like crap to be honest, it doesn’t look restored at all. Even using old parts like the bearings that could wear out easier. It does look much better than you all found it though, but I wouldn’t call this a restoration. To restore something is to put it back in the same shape when it was purchased new, this mower is not, but looks like a pretty descent repair job.

Great job but front tyres were cracked and needed replacing. Clearly the mechanic doesn’t cut many lawns he we trying to cut it too low to start with.
