'Believe' was HUGE everywhere, but the sales split between 2 years: It was No'14 on the Eurochart Hot 100 1998 Year End Chart, and No'4 on 1999 Combined together I'm pretty sure Cher could easily be No'1.

Sadly I didn't find a similar format of a chart that calculated it like they did. There is something that Billboard publish but I have no idea on what metric they base it (sales or streaming) So in short: these are the only years we had some kind of official combined Eurocharts.
It was No'1 in the UK but wasn't successful in other big markets:: No'20 Germany, No'29 France, No'26 Netherlands and No'21 in Switzerland So in the Eurochart Hot 100 year end chart of 1989 she was placed at No'61.
It is not possible that Let's Dance by David Bowie is not in 1983... it was number 1 on the Europade for 9 weeks. "Billie Jean" was 3 weeks, "Flashdance" None.
