2 stages of air is required to avoid NOx formation. If you provide all air with Fuel in single stage then flame temperature will be very high and even N2 react with 02 and form NOx. To avoid this only that much air which is required for intiation of combustion is feed as primary air. Secondary air fed at downstream of flame for complete combustion.
