The only thing that annoys me about him is the fact that he rants on about his art, it gets annoying and repetitive most of the time, but other than that he is a pretty interesting character.

He has THE BESt change in character when he gets reanimated. He changes his catchphrase to something like, " well, I'm dead. Hmph. " and gets mad when he tries blowing himself up, and it ' Ruins his aesthetic. ' I'm kinda sad that when he was reanimated, he practically LIVED inside of that one puppet.

A Villain is someone who you should love to hate and be able to relate to their issues and even understand their point of view Danzo did not full fill any if those things he was an annoying character that everybody hated.
He doesn’t deserve to be on there though, since he got bodied early on in shipudden and he didn’t have any main impact on the story. He’s definitely more B tier material than anything.

Don't assume that because of how op itachi was, he deserved his own tier, it's because he wasn't as strong as the people in s tier but stronger than everyone in A ranked tier(besides Indra)

With Kabuto in particular, I feel like he had the potential to be one of the best antagonists in the series. His backstory is genuinely heart wrenching (and just adds to the long list of reasons why Danzo sucks shit), his whole "I just want to figure out who I am" shtick is really interesting and unique, and his fight with Sasuke and Itachi is really fun, but he's kind of an annoying dumbass, especially after he imbibes Orochimaru or whatever it was that he did after Sasuke killed him. A lot of my problems with him are ones you've already discussed, but the point stands. Basically, I like the idea of Kabuto, not so much the execution.
I really liked him in part 1 and early part 2. always felt he had some ulterior motive. He acted like a real ninja with sabotage and double agenting, and it legit seemed like he was a good guy to begin with. also that whole part about him maybe killing sasuke and his little push and pull with orochimaru was great. you could never pin the guy. His later backstory was ok i guess, but i agree his personality lost that “inigma” quality later on.
I agree 100%. I hate Danzo, like legitimately. And I can't tell the difference between that meaning he was well written or I just hate him so much I wanna see him in garbage tier. Very conflicting lol. The worst villains are ones you dont care either way, because they aren't given much characterization. The more opinion you have generally means they're better written. Emotional or mental response is born out of excellence.
Hidan was the best. He finally did something that was way overdo for the show and he killed off someone we kind of cared about. It finally brought some sense of danger to the world or naruto.
I highly disagree putting Haku and Zabuza anywhere other than S tier. No other villain impacted Naruto more in his character development than those two. From Haku’s line: “When a person… has something important they want to protect… that's when they can become truly strong.” Precursor to Gaara vs naruto as he had to protect Sasuke and Sakura. From Zabuza telling Naruto that his words cut deeper than any blade, precursor to Talk no Jutsu. Finally it was the aftermath that made Naruto second guess the ninja world and made him ask the big question, “what is his ninja way.” After this fight these themes appear over and over and over again constantly evolving and transforming naruto to the hokage he is now. Zabuza and Haku is S tier no “if’s” or “but’s” about it.
The problem is that he has holes in his story if you ignore that he's not really a villain. Like just killing the clan for no reason besides testing your own abilities but still leaving sasuke behind?? it's only when you find out what happened, but he's not a villain then
What makes someone good villains is, I think, this little fear combined with excitement and respect to their presence and abilities. For me the best villain in the series is Orochimaru. Others I'd put alongside him are Itachi, Kisame, Pain, Madara and Zabuza

Danzo is easy a S tier for me. He represents the darkness of the shinobi world that was missing in the Original Naruto, and made the series all the more interesting for me. He single-handedly created more enemies for the village than anyone. Plus no one generates as much hate as him, despite him having somewhat reasonable motivations.

I liked Kabuto better before he became a sage because while he was a very competent ninja, he never relied solely on brute force to get what he wanted. He was a sneaky, backstabbing, manipulative, conniving motherfucker, and that’s what separated him from a lot of Naruto’s other villains.
People hate on him because sakura beat him. But ever since he first showed up he creeped me the hell out and actually frightened me a lot more than once. Only 3 other characters have scared me as much as sasori; orochimaru, the bone kekkei genkai guy, and madara.

Madara was built up for literal years. Mentioned even in pre-Shippuden. He easily is the most hyped character in the series. And he STILL surpassed expectations upon introduction...
I actually found Deidera to be one of the most interesting Akatsuki members. He's very cocky and his Jutsu definitely isn't common. He's extremely smart too. (Yes, I know he lost foolishly to Itachi but who wouldn't?) Lets look at his fight with Sasuke. Sasuke had the elemental advantage and he still brought Sasuke to his limit. He also tends to take damage like nothing, Not making a single sound when his arms got crushed off.

It was very touching, at least the reason that was conveyed was, but I also imagine that to some extent, Kishimoto wrote himself into a corner and had no clue how to write Sakura and Chiyo to win because, yes, Sasori was arguably more powerful than the two of them combined.
He is my favorite akatsuki member and my second favorite character. My first is obito. I dislike people who say Deidara is stronger than him or people who make fun of him for losing to sakura and chiyo

That man Sasori was a beast fr. Created puppet jutsu, Created the human ppupet jutsu, Killed and transformed possibly the strongest Kazekage and nobody even knew he did it. Made him self tsudo immortal, had the deadliest poison by far as it took the pupil of the greatest medical ninja in the world to come up with an antidote, took over an entire country with 100 puppets, And had the bad ass nickname Sasori of the red sand. Dude is an absolute power house and was a major figure in the Sand village's history. I didnt even mention he had spies everywhere throughout the ninja world.
It's always a personal thing when it comes to favourite characters over most powerful, My favourite Nagato/Pain. The worst is Voldemort, It's like he was completely pointless in Shippuden.

Kabuto should’ve been ranked in A-Tier. He is a character that you see throughout the whole anime unlike Zabuza and Haku. he was also orochimarus right hand man and he was extremely powerful. He has pretty impressive medical ninjutsu and his sage mode was overpowered. He makes a pretty good villain in my opinion. There are other points in this list that I disagree with too. XD
I agree with your placement of madara for sure. It was the perfect display of his character when he first appeared. He works so well because all the hype the series built up around his name since part 1 naruto really paid off. We saw him and it was like “oh shit yeah madara really is a fucking monster Jesus Christ.”

With Kabuto in particular, I feel like he had the potential to be one of the best antagonists in the series. His backstory is genuinely heart wrenching (and just adds to the long list of reasons why Danzo sucks shit), his whole "I just want to figure out who I am" shtick is really interesting and unique, and his fight with Sasuke and Itachi is really fun, but he's kind of an annoying dumbass, especially after he imbibes Orochimaru or whatever it was that he did after Sasuke killed him. A lot of my problems with him are ones you've already discussed, but the point stands. Basically, I like the idea of Kabuto, not so much the execution.

I really liked him in part 1 and early part 2. always felt he had some ulterior motive. He acted like a real ninja with sabotage and double agenting, and it legit seemed like he was a good guy to begin with. also that whole part about him maybe killing sasuke and his little push and pull with orochimaru was great.

I highly disagree putting Haku and Zabuza anywhere other than S tier. No other villain impacted Naruto more in his character development than those two. From Haku’s line: “When a person… has something important they want to protect… that's when they can become truly strong.” Precursor to Gaara vs naruto as he had to protect Sasuke and Sakura. From Zabuza telling Naruto that his words cut deeper than any blade, precursor to Talk no Jutsu. Finally it was the aftermath that made Naruto second guess the ninja world and made him ask the big question, “what is his ninja way.” After this fight these themes appear over and over and over again constantly evolving and transforming naruto to the hokage he is now. Zabuza and Haku is S tier no “if’s” or “but’s” about it.

Danzo is easy a S tier for me. He represents the darkness of the shinobi world that was missing in the Original Naruto, and made the series all the more interesting for me. He single-handedly created more enemies for the village than anyone. Plus no one generates as much hate as him, despite him having somewhat reasonable motivations.

I actually found Deidera to be one of the most interesting Akatsuki members. He's very cocky and his Jutsu definitely isn't common. He's extremely smart too. (Yes, I know he lost foolishly to Itachi but who wouldn't?) Lets look at his fight with Sasuke.
Sasuke had the elemental advantage and he still brought Sasuke to his limit. He also tends to take damage like nothing, Not making a single sound when his arms got crushed off.

He works so well because all the hype the series built up around his name since part 1 naruto really paid off.
