You are wrong on the 5th point, i guess you are confusing variable pay with the flexibal components. Basic salary should not be very high because in basic it is always taxable and if your basic will be high your taxes will be high whereas if lets say your basic will be around 35-40% of your ctc that is good other 60% should be flexibal components that too with you deciding that what components you want to select

I don't think yu can do that. Some companies follow standards as per their salary structure. Nd for 20lpa, generally 7-10 is the fixed amount for most of the companies.
But still you can request HR, it all depends on their salary breakdown structure
