that whole mountain is one city. its all burried and flooded many times over. the whole region have city like structure. what looks like millions of year old mountains is only tousand of year old flooded land.

The reason they will never figure it out is because the people of Petra did not die from an earthquake or a flood. Allah(swt) said he gave them strength and intelligence, when they became arrogant Allah(swt) sent them a messenger from among themselves. But they disobeyed the messenger and challenged Allah(swt). They believed nothing could destroy them because their houses were built inside the mountains. So Allah(swt) destroyed them with a terrible sound-wave.
Most of the people left with the messenger before the punishment came.
