In general, excessive force refers to situations where government officials use force that exceeds the minimum amount necessary to diffuse an incident. When law enforcement uses excessive force, it's sometimes referred to as police brutality. The Supreme Court has recognized that the right to make an arrest or investigatory stop necessarily carries with it the right to use some degree of physical coercion or threat. However, the degree of coercion or force must be proportional to the threat. The force must also escalate only in response to the threat.

See the thing is it doesn’t matter where his knee was if it was on his neck or not because with my vantage point, it looked like he had it on his shoulder blades… but if your handcuffs are tied behind your back and you’re also in a frantic state possible internal injuries or internal bleeding…. even just putting pressure especially your whole body with your knee and your shin(a grown man mind mind ) that’s a lot of pressure and especially if your hands behind your back that’s gonna knock the wind out of you and also your hyperventilating so you’re grasping and then you’re getting more frantic because you can’t get breaths in. … and then the other guy can see them. They have the handcuffs on, and the other guy takes his fist and starts putting it in his lower back…. I’m just sick of these violent police officers like they immediately escalated that situation. I don’t care what the guy did. They could’ve walked in and said we just wanna make sure you’re OK. Let’s get some escalate. They do not de-escalate these days… and I’ve always been but not lately, specially, in Massachusetts
The man was agitated; one (among others) reason was that he had just been involved in an accident. Of course, we don't know the complete details. But, the first step should ideally have been to check, if he had been hurt (usually face+chest) due to the airbag deployment. Instead, the cops approached him in a way that might have seemed threatening to him. Anyway. We have had "I can't breathe" incidents before; still cops continue to put their knees around the neck region. Also, it allegedly took 8 minutes before any medical aid was delivered. Moreover, one of the cops apparently mentioned about participating in a bar fight, etc. after the loss of life had been confirmed. It is very unfortunate that an avoidable loss has occurred--somebody's son, father, brother, husband...RIP , the departed soul.
@@blu9987 Evidence of what? That a man who happened to be black died after being handcuffed? The insuation is not that the man was black. The insinuation was that he died BECAUSE he was black, and specifically, that he was killed by white police BECAUSE he was black. When such things happen during any police interraction with white people, they don't identify the skin color of the deceased. And when a black person is killed by another black person (which happens far more often), or a white person is killed by a black person (which happens far more often), or a white person is killed by a white person (which happens far more often), the skin color of the deceased is never mentioned. There are just shy of one million police officers in this country of 330,000,000. Millions of police interactions with people occur every day. Sometimes, people die during such interactions, and sometimes those people are black. Sometimes, they are Hispanic, white, Native American, or even Asian (though the smaller the group, the less often). In a country that is now about 41% "people of color," people of color will sometimes have bad outcomes. The video evidence suggests the man was either mentally ill or under the influence, which may have led to the rather unhealthy result of his heart having stopped pumping. There is no video evidence, however, that his skin color played any part in his death, whether that death was untimely or not. So my criticism was that the reporting was skewed to play off of the racist assumptions of some viewers that skin color played a role.
All he needed to do was to go peacefully with the police and answer to the charges. But no, he had to fall in line with the popular media propaganda of the black response to any arrest and instantaneously attempt to put the police in the guilty light.
The officer(s) will be charged. What happened before the arrest is not the issue here. It's what happened during and after the arrest that really matters here. Knee in the neck "I can't breathe". To reminiscent wouldn't you agree?..What happened to those officers?..I guarantee there are big policy violations here. Negligence+Death= Negligent Homicide
Once he was cuffed he was in custody. They are responsible from that point on. They didn't know if he was even conscious "I think he's out". Cops are in deep 💩.
You are just the sort that falls for what these divisive stories seem to be pushing ppl to get riled up over - one who buys right into one side of the exaggerated or false narrative that this sort of reporting successfully sells from off of their menu. This is part of why we can't have nice things, because you believe all blacks are bad due to what you see in the news. You are equal to & the same as the ppl who believe all cops are evil due to what is reported in the news. Wake up.
Look up this mans record It was found that he had a baggie with fentaynl residue in his pocket. He knew he was going to be arrested for accident he just caused.Basically killed himself.
So he hits a telephone pole, leaves the scene of an accident, runs into a bar, and as soon as the door opens, he acts incredibly aggressive...sound like somoene is guilty. If you watch many of the police video channels, you will see suspects use different language, and manipulation tactics to get their way, only when they are in trouble, or have been caught. Being a police officer, like a teacher is a lose lose situation these days. Don't run from an accident, and cooperate with the police, and they won't put their knee on your neck.
In general, excessive force refers to situations where government officials use force that exceeds the minimum amount necessary to diffuse an incident. @@micclay right. Maybe. He might have bumped his head in the crash and been a little loopy. The bar people don't know what's going on and deserve to be nervous but the police should be following the plot a little better.
The man clearly just came from the crash. There might be concussion or any psychologically distress like fear, panic, guilt. In fact, according to the National Highway Traffic Safety Administration, about 20% of car crash survivors experience symptoms of post-traumatic stress disorder (PTSD) in the aftermath. And, with kneeling on the knee, i think something should be studied here as it caused incidents too from the past that lead to death. Instances like those involving Tony Timpa (unarmed White 32-year-old man), George Floyd (Black 46-year-old man), Angelo Quinto (30-year-old Filipino-American Navy veteran) remind us of the lethal risks associated with this restraint technique. It's definitely not about the race. The cops just stood around and watched the men die. They are liable.
One of the cops said you are fine but they left him in the same position for 5 minutes.what the heck were they doing or thinking? One of them said he is out !
This Is Very SAD AND RIDICULOUS...AND TOLD THE OFFICERS THAT HE COULDN'T BREATHE AND THEY DIDN'T BELIEVE HIM...SAD SAD
They all say that when they get arrested lmao
Shame on that cop
Shame on him for being wigged out on drugs and fighting the police he asked for it
What a disgusting title
Say all you want about this man. The police had no right to put so much pressure on his neck to restrict his breathing and cause his death.
Police needs to be trained better. Police needs to be held responsible.
The man is not a saint, but the penalty of hitting a pole shouldnt be death when we have serial killers literally alive in prisons.
Sono esattamente daccordo con te!

He was guilty AND escalated the situation by getting rough and incompliant. Of course, because the officers happened to be white and this Frank Tyson wasn’t, it just had to be specified in the title.
I don’t know if there’s content missing but did they try rationally talking to the man or did they go straight to grabbing him
“Officer appears to be kneeling on his back” So that’s what killed him ok Got it👌
I’m sure he wasn’t on anything that would cause his heart to stop.
He appears perfectly fine, after driving into that power line pole. Not to mention so fit & healthy.
I can see they put him on hand cut after press him in the ground. What’s going on police?
Cops have to deal with horrible situations easy to criticize from an armchair
What makes a person think they can act like that without consequence?
The cops or Frank Tyson?
I'd imagine he probably watched the 45th president behave worse and have absolutely no consequences.

You would think that after what happened to George Floyd, that no cop in his right mind would be stupid enough to put his knee on someone's neck. Yet this cop did just that. I hope the cop goes to jail for a long time.
Another case of excited delirium!!
The media is desperately trying to find another George Floyd

Not sure why. I don't feel as though we have learned much of anything from that incident, collectively.

He is killed by police without reason.
Yeah right !! Wrong!!

Frank, leaning on the bar, looked like he was planning to put on a show when the police got there.
Apparently, there are cops who just can't seem to learn from others' mistakes!...
Yup. Disobeying the police and running is never a good thing
Maybe he had a heart attack?
This reminds me of the George Floyd video the way he was saying "i can't breathe"!
Anxiety perhaps
American police really do it very ruthlessly. ist unnecessary to hold someone that tight even if he feel unwell.
Here we ego.
Why do you folks always mention when the person is black? What are you insinuating? And how dare you?
That's not a insinuation. It's an evidence. Don't you see his skin or are you blind?
Dont fight the police simple
The officer(s) will be charged. What happened before the arrest is not the issue here. It's what happened during and after the arrest that really matters here. Knee in the neck "I can't breathe". To reminiscent wouldn't you agree?..What happened to those officers?..I guarantee there are big policy violations here. Negligence+Death= Negligent Homicide
Once he was cuffed he was in custody. They are responsible from that point on. They didn't know if he was even conscious "I think he's out". Cops are in deep 💩.

Keep These Slimeballs Honest!
What if he had a concussion from the crash? People act funny when they bump their heads sometimes. You don't know
In general, excessive force refers to situations where government officials use force that exceeds the minimum amount necessary to diffuse an incident.
He must have been aggressive before cops even got there or bar management would not be asking cops to remove the man.
@@micclay right. Maybe. He might have bumped his head in the crash and been a little loopy. The bar people don't know what's going on and deserve to be nervous but the police should be following the plot a little better.
The fact that he initially resisted doesn't matter. This is George Floyd all over again and this is disgusting.
Well damn
It's all situational where one is guilty of a crime and one is in authority, so maybe a calm talk before the hund cuffing can help de-escalate tensions and ensure a safer resolution for everyone involved.
