Phil became a bit nastier in 1996 when he hit the bottle but he was still quaint compared to late 1999-onwards. In 1996 he was depressed due to regret over Sharongate reveal and the car lot accidental killing in 1994. Fatherhood also bought back bad memories of his abuse when he was a kid, so he hit the bottle. The evil twisted Phil emerged after he found out that his last chance to get back with Kathy and Ben was blown, by Grant. Phil blamed Grant for being unable to live a life of his own due to being his younger brother's mentor.
I think the real evil and violent side of Phil started after Kathy ran away with Ben to South Africa after he discovered she slept with Grant and they had that huge showdown by the River Thames. Phil was at his nastiest and most violent particularly in 2001 and 2002 although he was vile during 2015 and 2016 as well, especially to his own son who he constantly bullied and emotionally abused whilst seemingly enjoying treating Ben and Sharon like pieces of dog shit. I agree though his character started to turn nastier during his first alcoholism storyline which is when the 'darker side' of Phil started to emerge but not properly until Kathy and Grant left.

The main reason was because he was terrified of becoming an abusive father to Ben just like his Dad was him (funnily enough Phil consistently emotionally abused and psychologically tormented Ben anyway so he was right in the first place) as well as the Car Lot fire which killed a homeless person sleeping rough in one of the cars as well as the 'Sharongate' affair storyline.
Phil regularly got drunk before this. The writers were very smart and put the tell tale signs in from around 1993 onwards. His post natal depression after Ben was born was the tipping point.
