Hurricane glass is held together with heat and pressure, not ideal for Florida weather, so manufacturers put regular glass on the outside so the hurricane glass on the inside, stays nice and cool.
I was disappointed to see a very thin not laminated glass on the outside. That outside glass will break easy costing me to replace the glass. I’ll be putting accordion shutters to protect my hurricane impact windows.
I'm right there with you on installing accordions over the impact glass windows. Presently, I have impact windows and storm panels but hope to get accordions in the future. If we get anything above a Cat.1, I will be putting those panels up. I'm dumbfounded when I hear people say they are going to remove their accordion shutters after installing impact glass. I get that it's a cleaner and more desirable look, but they need to think outside the envelope. And it's not like a hurricane window has never blown in due to being poorly mounted. I refrain from saying anything most of those people because they too often are unreceptive.
Why can't the insulation layer go on the inside, and the impact layer on the outside?

Safety issue. When the first layer gives way during an impact, the non tempered layer will shatter inside the home versus outside.
I thought it had something to do with condensation forming on the inside of the house if the panels were reversed.
Code change? Not mentioned by window companies this year. Hasn't happened yet in 2019.
