Does the 5%ER planars actually affect Gallagher’s rotations in any meaningful way or is it fine to go for other sets if I don’t care about Penacony’s buff

It is meaningfull overall. Because in actually we taking hit from enemies. But in paper, if not account taking hits. It would not be any different in rotation. But for example, 5% ERR would enable Gallergher immediately have his ult up after first normal atk if getting hit.
